What does this PR do?

This change updates the guidance for 2024. Some notable changes are:

• Reduced the prose / narrative of the previous version. It was too heavy, and the guidance got lost in all of the noise
• Instead of rehashing the Guidance on Secure App Dev, and OWASP API guidance, simply referenced those.
• Fixed bugs from the issues backlog
• Fixed issues in the github actions
• Updated npm dependencies
• Fixed all lint issues, and resolved the "MD045 (Missing alt text in images)" issue.

• Conforms to the style guides
